The chart below summarizes many of the services available to CFS clients in Orange County. A brief description of each of the services, the purpose, population served and method of service delivery are provided. Additionally, gaps in services, identified needs and systemic barriers to service provision are noted.

Specialized program designed to reduce the trauma for the victim of child by providing a child-friendly site in which child abuse investigations are coordinated and completed by a multidisciplinary team.

Goals are to reduce the number of interviews a child must experience, coordinate multiple investigations, and provide supportive services such as child advocacy, crisis intervention and referrals for long-term therapy.

First Step Assessment Center

CFS staff at Orangewood Children's Home (OCH)

Children removed from their parents, pending placement.

Provides a warm and friendly environment for children while relatives and non-related extended family members are evaluated for placement. Children may remain in the center for up to 23 hours. If there is no approved relative or NREFM located, other placement options are also considered during this time period in order to locate a family-like placement setting for the child.

 

Placement Coordination Program-Diversion and Placement Units

Children in out of home care needing either an initial or subsequent placement.

Diversion (emergent placement need). Services provided by SSWs daily from 8:00 a.m. to 8:00 p.m. to assess relatives/NREFMs for out of home placement when an emergency placement is needed. Goal is to assess and make a placement decision that same day, diverting the child from congregate or unrelated care.

Placement Coordination (non-emergent placement need). Explores relative/ NREFM, or when necessary, other placement resources including temporary shelter facilities or long term county/foster family agency homes located in and out of Orange County.

 

Family Maintenance Non-Court (Voluntary) and Informal Supervision Services (301)/

Children and families who have been identified as at risk through investigation of a child abuse report, when it is determined that the children can be safely maintained in the home with services.

Voluntary services designed to help strengthen the family's ability to appropriately care for their children.

Services are provided for six months at a time, or according to the needs of the family. Services are based on the agreed upon case plan, and include referrals to contracted and community services providers.

 

Conditional Release Intensive Supervision Program (CRISP)/

Children and families following a removal.

SSW's provide intensive in-home supervision (2-5 times per week) and referrals to parents and children to meet the orders of Juvenile Court. Goal of these efforts are to help solve family problems and permit the family members to remain together in the home.

 

Concurrent Planning (CP)/

CFS dependents and their families, immediately following a removal.

CP services are provided throughout the case as needed, however they are intensive in the first 90 days of a case involving dependency. If the initial prognosis for reunification is low, a concurrent planning worker is assigned, and the child is placed in a concurrent planning home. The goal of concurrent planning services is to provide for permanency.

Children and families when at least one child in the home requires medical supervision, treatment, therapy and/or home health care in excess of that which is appropriate for their chronological age.

Special medical services are provided by CFS staff for families who are receiving voluntary or court-ordered FM or court ordered FR services. These services are based on the court-approved case plan.

Special Medical social workers provide the same range of services as social workers in other continuing departments.

Foster youth who are Medi-Cal eligible and identified as needing special services, and are in the care of a licensed foster family, FFA, or relative caregiver.

Dependent on HCA contracted clinicians to refer and involve INK staff in foster youth's treatment plans. INK staff partially funded by Medi-Cal billable services.

CSOC is scheduled to discontinue on 6/30/04 due to County funding cuts resulting from State budget limitations.

Dependent youth, Probation wards, and AB3632 youth who are currently placed or at- risk of placement in a level 10-14 group home.

A Social Worker, Probation Officer or HCA Clinician can make referrals. The Wraparound Review and Intake Team reviews referrals and assigns youth to one of four contracted Wraparound Provider Agencies. Each family is assigned a Care Coordinator and Parent Partner to work with the family. Together they will develop a Family Team and Plan of Care that guides them throughout the Wraparound Process.

Children's System of Care (CSOC) funding will be eliminated for FY 2004/2005. Previously, CSOC has funded the administrative costs for one Probation, one Health Care Agency and one SSA staff position for the Wraparound Review and Intake Team (WRIT). The interagency collaborative nature of Wraparound is in jeopardy without another avenue to fund these administrative positions.

Youth Employment Opportunity Program (YEOP)/

Children's Trust Fund provides opportunities for extracurricular activities, high school graduation expenses, counseling, tutoring and other services.

Independent Living workshops, with an incentive for attendance, active participation and completion of homework related to the workshop.

Independent Living Coaches support academic, vocational and mentoring needs of 150 youth.

Vocational Assessments provide current skills levels and at least career paths for which the youth is prepared at an entry level.

Transitional Housing Program provides housing for emancipated foster youth.

One-Stop Employment Assistance Centers to assist with resume preparation, interviewing skills, job related issues.

OCF Trust Fund Application (for financial assistance with educational and vocational goals, emergency financial assistance through age 24).

Guardian Scholar grants for college or trade school expenses and living expenses at 9 universities and 2 career colleges.

California Youth Connection: current and former foster youth participate in policy development and legislative changes in foster care.

Peer Mentor Program employs former foster youth to counsel teens residing in Orangewood Children's Home and during the 135 annual contracted ILP workshops.
