Children's Services Coordination Committee (CSCC), est. 1982

Orange County Supervisor; Health Care Agency/Public Health; Alcohol and Drug Services; Behavioral Health Services; Social Services; a Juvenile Court Judge; Juvenile Justice Commission; District Attorney; County Counsel; a parent; a foster parent; an emancipated foster youth; a group home representative; Regional Center; Orange Co. Dept. of Education; Santa Ana SELPA, and Probation.

To provide executive level advisory services to key Orange County collaboratives.

Subcommittees include:

Emancipation Services; Evaluation; Gaps and Barriers; Orange County Child Welfare Services Redesign Planning Council

Oversees the Children's System of Care, Wraparound OC, Emancipation Services and Foster Youth Services.

Sponsors the Annual Report on the Conditions of Children in Orange County.

Identifies gaps and barriers in Orange county's service system, recommends collaborative programs.

Meetings are open to the public.

Stabilize placements and support reunification.

Eligibility criteria requires that the child must be placed or be at risk of placement in high level group home care.

Utilizes flexible funding to provide individualized, comprehensive, community-based services to help keep children in family settings.

Inter-disciplinary group known as the Wraparound Review and Intake Team (WRIT) screen each referral.

Families accepted are assigned to Olive Crest, New Alternatives, Canyon Acres or South Coast Children's Society for care.

Parent Partner activities are supported through a contract with the Parent Institute

To improve the educational outcomes for children living in group homes.

Conducts inter-disciplinary case reviews of children at greatest risk of school failure to improve coordination of services

Obtains and enters educational information for each child's health and education passport

Identifies system gaps and barriers, reports these to the Children's Services Coordination Committee

To provide services to seriously emotionally and/or behaviorally disturbed children and their families, pursuant to WIC 5850-5883. Goals include reducing out of home placements, improving behaviors, and improving school attendance and performance.

Case Management Council provides case review for eligible and referred children. Develops action plans and identifies gaps and barriers to services.

CMC members serve on the Wraparound Review and Intake Team.

Families and Communities Together (FaCT), est. 1994.

Established as a planning body for Family Preservation and Support funds. To build community capacity and provide preventive and early intervention services.

FaCT actively engages the broad community in planning and implementation of services that promote the well being, safety and permanency of children, families and communities. FaCT projects leverage PSSF, CAPIT, CFSRS and Prop 10 funds.

Nine Family Resource Centers throughout the county are funded for 2003-2006.

TDM Strategy Team meets bi-monthly to establish protocol and problem-solve implementation of TDM.

Family Resource Centers and other Community-based agencies have hired Family Advocates to attend TDM meetings and provide parents with support, resources and referrals.

Link youth to behavioral health services available through HCA contracted clinics; provide interventions to stabilize placement

INK staff meet regularly with CEGU and contracted clinicians to assess foster youth for services, and develop treatment goals.

To provide preventive and early intervention health and social services for at-risk families.

CFS Senior Social Workers are out stationed in select Santa Ana schools.

CHOC provides medical services through a mobile clinic.

Child Abuse Services Team

To reduce trauma for child victims of sexual abuse.

Multi-disciplinary child advocacy center, provides child-friendly forensic interviews and sexual assault exams for child victims, as well as short-term therapy and resources for victims and families.

Orange County Adoption Consortium

CFS and 16+ private adoptions agencies.

To facilitate adoptions for children who are challenging to place.

Meets bi-monthly to discuss collaborative issues.

Private agencies complete home studies on specified caregivers interested in adopting.

Private agencies also supply home studies for family's available to adopt dependent children.

Multi-Dimensional Treatment Foster Care (MTFC)

MTFC is an alternative to group home care. Foster homes are trained to help stabilize youth's behaviors while the team works with the youth's family towards reunification.

MTFC Steering Committee meets monthly and includes CFS, HCA and Wrap provider (New Alternatives, Inc.). MTFC Clinical Team includes CFS foster parent recruiter/trainer, CFS Program Manager, and HCA clinicians and Manager. MTFC Foster Parent Support Group and Clinical Teams meet weekly.

Multi-Disciplinary Consultation Team (MDCT)

CFS SSW works with families with non-dependent children who are seriously emotionally disturbed, to prevent them from entering the CWS.

Emergency Response staff alert the MDCT SSW of target families, and she can team or provide consultation immediately. The MDCT meetings with families are scheduled as needed.
